TOKYO--KVH Co., Ltd and HiSoft Technology International Ltd. will partner in the provision of IT outsourcing in China. The two companies will jointly provide high-quality and flexible IT solutions to Japanese and multi-national companies by combining KVH's highly reliable networks and HiSoft's system development resources, utilizing their respective global expertise.

As the first step of in the collaboration, an application development management service combining system development and network services has been created through the connection of the HiSoft Development Center in Dalian, China and its office in Japan to the KVH network. Through this service, when customers outsource system development and maintenance/operations to China, development and engineering resources and process management skills will become available without any delay. At the same time, the network is flexibly made available based on the application and bandwidth requirements through a single contact, significantly improving development efficiency.

As increased IT investment in Japan has prompted demand for enterprise system development, businesses which oursource IT services to China and other Asian countries are seeking to cover the shortage of skilled engineers and contain costs. The key to successful outsourcing is having good process management in place to secure local engineering resources with appropriate skills and attention to maintaining quality. When connecting a network to the development center and customers in Japan, high-speed, high capacity circuits are needed for transmission of a large volume of data, and the network must have the flexibility to handle voice and video conferencing calls. Within this environment, KVH and HiSoft have decided to jointly offer packaged IT outsourcing solutions to meet customers' requirements promptly and flexibly.

KVH has experience in offering services to financial institutions, including major securities exchanges in Japan. Last year, KVH established resources in Shanghai, China and Bangalore, India to enhance its global services delivery capability. Hisoft has engineering resources specializing in offshore applications development management, testing, localization and ERP, and development centers in Beijing, Dalian and Shenzhen. Hisoft partners with GE and other multinational companies and its software development process management capability is ranked as one of the highest in China.

The two companies will jointly offer life cycle management-based applications services at the Hisoft Dalian Data Center and KVH Tokyo Data Center. KVH and HiSoft will provide total solutions to businesses for their IT needs, ranging from requirement analysis, design, development, testing and implementation to operations. The two companies intend to enhance their collaboration to further develop the IT outsourcing market in China and have targeted orders from 50 companies in the first year of the relationship.
